Don't think of me as a fanboy for saying this, because let's admit it: Toontown House had shoddy security, and Toontown Infinite was so badly managed that they put RATs in their server code just to get at each other. I'm no Python expert, and I couldn't possibly try and set up a private server, but the wait for Toontown Rewritten's release has pushed people to go for servers that are considerably "risky".

They always seemed to be rushed, having game-breaking bugs, or server issues, or a lack of security. The thing is, and I'm trying my best to tell you this without sounding like some based fanboy, but the thing is that the other servers never really cut it. I don't think they're Toontown related, in fact they're completely different games, but you get the idea. wait what? Okay, scratch out those last three. A few months later, some more private servers popped up: Toontown House, Toontown Infinite, Toontown Revolution, Toontown Worldwide, Toontown: Modern Warfare, Toontown: The New Order, Toontown: Dawnguard. etc, to list them all would take too long, so I'll just talk about what happened next. You know them, Joey, Roger Dog, Alex Newtron, Slate, etc. It was a small project originally, started by some teenagers and young adults who happened to be good with Python and Panda3D. We really didn't know what would happen, petitions were started, rumours of "Toontown 2" ran about for a short while, but after a few weeks, we kind of lost hope in Toontown.
